Estimates of the extent of this rise, but the most extensive studies suggest that 31-33 percent of the population is now below the poverty line, i.e. at least 45 million people. Poverty in Pakistan and especially in urban slum areas is characterized by low wage levels reflecting the high incidence of unemployment and underemployment ~ by lack of assets, skills, knowledge, opportunities and inability to assess basic services.
